The real estate sector is undergoing a profound transformation. Regulations are evolving, tenant expectations are shifting, and carbon performance is increasingly shaping investment decisions. Yet until today, Belgium had no national benchmark to understand how investors are approaching this transition.

This is why Pulse — in collaboration with the Belgian Green Building Council and Expertise News — launched the first Belgian Low-Carbon Investor Barometer, built on the insights of a highly representative panel of investors active across all major asset classes in the country, collectively managing more than €42 billion in assets.

Why this barometer and who is it for?

Belgium’s real estate market is dynamic but fragmented, with varying levels of maturity, tools and regulatory interpretations across regions. The sector needed a shared, fact-based view of how investors are preparing for — and responding to — the low-carbon transition.

This report is designed for:

  • Real estate investors and asset managers,
  • Portfolio owners and developers,
  • Financial institutions and lenders,
  • Public-sector stakeholders and authorities
  • Any professional seeking to understand how carbon considerations now influence strategy, value and risk.

The barometer was designed to bring clarity, consistency and a common benchmark to a market in full transformation.

What you will learn

The Belgian Low-Carbon Investor Barometer explores the key questions shaping the future of real estate investment in Belgium, including:

  1. How investors perceive the country’s progress in its low-carbon transition, and how it compares with neighbouring markets.
  2. How they prioritise decarbonisation within today’s macroeconomic context.
  3. How useful and practical current Belgian and European regulations are from an investment perspective.
  4. What investors need most to accelerate the transition — from standards to tools, financing or clarity.
  5. Whether clear strategies and carbon-reduction targets are already in place, and how timelines are set across the market.
  6. What motivates investors to engage in the transition.
  7. The role of environmental certifications in both portfolio management and acquisition decisions.
  8. How investors choose between renovation, acquisition or divestment as decarbonisation strategies.
  9. Which materials guide low-carbon development today.
  10. How carbon performance influences investment decisions, including during acquisitions or asset reviews.

With this barometer, we provide the market with a much-needed compass. It captures the questions investors are asking—from regulation to renovation, from carbon performance to value at risk. It’s a tool to help the entire sector move forward with greater clarity and confidence
