Is the Belgian real estate industry ahead of or behind in the low-carbon transition?

Ahead of the release of the 2026 Barometer results, Pulse Check puts one key question on the low-carbon transition to a real estate industry voice each week. This week, we hear from Gilles Vanvolsem, Managing Director of BGBC.

Neither far ahead nor entirely behind: Belgian real estate is moving forward, but unevenly

That's what the first Low-Carbon Investor Barometer, run together with CFE Pulse and Expertise News, shows: 58% of Belgian investors consider the sector behind in its low-carbon transition, against only 42% who see it as ahead. A striking contrast with France, where 54% of investors take the opposite view (barometer 2025) — a gap largely driven by a more mature regulatory framework (RE2020, RE2025). In Belgium, market maturity remains uneven, in the absence of an equally structuring framework.

Decarbonisation as a strategic priority

This perceived lag isn't a lack of ambition, though. 9 out of 10 Belgian investors rank decarbonisation as a strategic priority — a stronger score than among our French neighbours. The largest portfolios, most exposed to obsolescence and devaluation risk, are also the most demanding. The intent is there; it's execution that's lagging.

Three bottlenecks explain the gap

First, regional rules that are still unharmonised (e.g. EPB, national building renovation plan). Second, the lack of a common language across the value chain: financiers, developers and asset managers don't yet speak the same language to define what a "sustainable building" actually is. Third, and most decisively, the absence of a strong enough trigger to actually act: tax incentives, regulation or a plain business case are too often insufficient to convince an owner to renovate and decarbonise their portfolio.

Closing these gaps is exactly why BGBC brings actors from the full value chain together.
